The Implementing Rules and Regulations (IRR) of Republic Act No. 9775 otherwise known as the Anti-Child Pornography Act of 2009 was formally signed by the members of the Inter-Agency Council Against Chid Pornography (IACACP) in a ceremony held at the Department of Social Welfare and Development (DSWD) Auditorium, IBP Road, Batasang Pambansa Complex, Constitution Hills, Quezon City last June 22, 2010. After one postponement last April 20th, the public hearing on the draft rules for web filtering went on last Thursday, April 20, 2010. The National Telecommunications Commission (NTC), the agency tasked to promulgate the implementing rules and regulations for Section 9 of Republic Act No. 9775 or the Anti-Child Pornography Act of 2009, conducted the public hearing with representatives from the telephone companies (telcos), Department of Social Welfare and Development (DSWD) and the i-café industry in attendance.
